The article focuses on selective and significant anti-developmental attitudes and behaviors which still influence developmental efforts and activities in Nepal. The author argues that these attitudes are change-resistant, have survived in the face of modernizing forces, and thus have so far made whatever changes that have occurred shallow and superficial. The author critically reviews the present situation where the poor and powerless who are poorly networked, are far from power centers, and have almost zero access to resources.
