Initially Gotö Gyelpo (mgo stod rgyal po) was one of the eighteen Gyelrong (rgyal rong) kings, and he was granted the title of zhangguansi (长官司) during the Yuan period.

In 1369 the Pacification Commissioner’s Office of the Dugang (Supervisor) Office in charge of Wabu and Hagong Monasteries was established in Gotö. In 1410, its name was changed to Lengbian zhangguansi. In 1625 Lengbian zhangguansi A-sa submitted to the Qing court. In 1700 Zhou Weixin from Runan region in Henan, because of his military exploits, was granted the title of Lengbian zhangguansi together with his son Zhou Zhide. There were 275 households under his rule, and the annual grain taxes were equivalent to 41.23 (or 45.23) taels of silver.
